Registered School ship fleet, TS Mundoo and friends, will be a registered VETiS Tech High in SA

Acting on Ministerial advice, we are proceeding to register TS Mundoo as a residential VETiS Tech College, cruising the Murray River as the leader of a riverboat flotilla of houseboat-style school ships (Classrooms) forming the school. TS Mundoo will be the fleet leader, with additional boats (team accommodation hosting a resident class of 16) according to enrolment demand. The fleet will be registered as a VETiS College to provide access to schools' funding to support the project.

TS Mundoo will also operate as a short course school camp facility. Senior VETiS Students wil assist with the school camp activities leadership.

  1. The school is established as a body corporate or body politic, and its principal purpose is the provision of school education. River boats are a natural platform to support this purpose in line with the world school ship fleet; they can be registered schools.

    Avoca School Ships are owned and operated by Avoca Trust, a DRG tax-exempt environmental trust which has the purpose "Education and training about the natural environment of the Murray River and near coastal waters." River boats are a natural platform to support this purpose. Passenger River Boats in Commercial survey can be registered school ships. School ships are operated throughout the world, mostly providing education for teens in transition to adulthood.

  2. The school is established by individuals who are fit and proper persons.

    The Avoca Trust is a Registered DGR trust with the Purpose "Education and training about the Environment of the Murray-Darling basin and associated coastal waters." Capt. Arthur Jones, JP, is the Trustee of the Avoca Trust. A committee of management has been formed to manage the Residential VETiS Tech Murray Schools ships Project.

  3. The school is financially viable.

    With DGR Gift funding for student berth on the school ships, together with SAFA Government schools establishment funding, will support the start-up financial viability of the residential VETiS Tech. TS Mundoo will also operate as a short course school camp service provider for extra income.

  4. The school (or schools that form part of a system) is governed by a body which collectively has the knowledge, skills and experience to effectively govern the school and which is responsible for:

    • ensuring the school fulfils its obligations as a legal or government entity and as a registered school and complies with all relevant Commonwealth and South Australian laws YES

    • setting and monitoring the strategic direction of the school YES

    • ensuring the ongoing financial viability of the school and reporting on the school’s financial performance YES

    • determining the school’s educational philosophy and approach YES

    • setting the school’s enrolment policy and practices in compliance with Commonwealth and South Australian laws YES

    • ensuring the school has the necessary leadership staff to provide education services

    • ensuring the proprietor of the school, members of the governing authority of the school and principal and other school leaders are fit and proper persons, and YES

  5. The school has academic governance arrangements to ensure accountability for the satisfactory quality of the nature and content of the education instruction provided.

    Training Provider Centre: To deliver subsidised training to school students in South Australia, training providers must comply with the 'VET for School Students Guidelines for Training Providers'.

    The guidelines apply to institutionally delivered and school-based traineeship/apprenticeship courses.

Student Safety, Health and Welfare 3. The school provides a safe, healthy and supportive learning environment that protects the well-being of students.

  1. The school complies with Commonwealth and South Australian laws and policies that apply to the safety, health and welfare of its students, including those related to child protection for the employment of all staff and management of contractors, volunteers and visitors.

    For the first year of operation, TS Mundoo will be the only school ship in the fleet. During this year we will seek skilled older students seeking a career in the Commercial Boating industry to build their Maritime Qualifications and "Sea Time' requirements.

    In year two, subject to student demand, we will add suitable houseboat-style riverboats with student capacity of 16 and two adults to the fleet.

    The school ship fleet will always cruise in close flotilla under the fleet Master's supervision. The Master, TS Mundoo

    AS ENROLMENT DEMAND GROWS:

    • Each school ship with student capacity 16 will have a resident teacher in charge, and one other adult/partner full-time resident onboard with their student team of 16. One of the adults must hold a River master's Qualification.

    • Lead ship TS Mundoo with passenger capacity 150 requires 3 qualified river crew (May be teachers) 16 Older VETiS tech students will also be full-time crew residents on the ship.

    • Each houseboat-style school ship hosts 16 students and will be managed by a registered teacher (Preferably a couple) with experience in water safety and water activities.

    • Each school ship will be operated by a qualified Commercial riverboat master (May be the teachers.)

  2. The school implements policies and procedures for the safety of students at school sites, off-school locations and external providers where school related activities occur and includes management of emergencies, incidents and risks.
